It was a simple web part.  A logo, linked to a website.  While you might avoid the need by creating sites based on templates, the sub sites had already been created.  So, the solution instead was to save (export) the web part as a DWP file. Then simply import it into the web part library.  Finally, just then add it where necessary as a web part, while it is in the web part gallery.
